Why can't "limited users" (Windows XP) access Word Spell Checker?

Limited user account (Windows XP) can access Word but "Spelling and Grammar"
function is grayed out (unavailable). Administrator account has access to
full functionality of Word. How do I as the administrator grant full Word
access priveleges to limited users?
