Why Control tools used in forms revert to design mode

I am using MS-Word 2002. I tried to design a form using Control tools. The
problem encountered with is, when the form is opened, the control tools
revert back to design mode, which shudn't be the case.

What must i do so that when the form is opened, the user must only be able
to tick the check boxes or select the option buttons. The forms must not
revert to design mode when a user opens it.
Pls help...

On the Control Toolbox or Visual Basic toolbars there is a "Design Mode"
toggle. Make sure it is toggled off when you save your doc. Then your
controls should be "live" when you re-open.
