Why default font won't stay?

Access 2003

I'm chinese and ocationally I need to read Chinese in text file so my set up
is:

Regional and Language Option (Control Center)
Advanced Tab
Language for non-unicode program
Chinese

However, I do not need Chinese in Access. But the Font alwasy change to
Chinese font whenever I add a control on the Access form. It drives me
nuts!!

My Access settings are:

Tools, Options, Datasheet tab, Font, Tahoma
Tools, Options, Table/Queries tab, Font Tahoma

Start, All Programs, Microsoft Office, Microsoft Tools, Microsoft Office
2003 Language Settings, Enable Languages -> English only

Same box as above, last box '.. default behavior in MS Office
Appplication -> also English.

Can anyone help?
