Why do I not get the attachments with my emails in Outlook?

People send me emails with attachments. They do not come attached to the
mail I receive in Outlook. They are attached when I view the mail from host
sites web mail. Antivirus has been disable, still will not come through.
Filters are turned off.
Any ideas?
