why do I receive "boxed x's" instead of pictures in Outlook?

Frequently when I receive an e-mail the picture that should be downloaded is
replaced by an "x." My ISP is Charter. I'm using Microsoft Office Outlook
2003 (part of Microsoft Office Professional Edition 2003); computer is a Dell
Studio Hybrid; OS is Vista Ultimate.
