Why do Outlook 2003 always opens in safe mode on my Windows XP?

Everytime I use Outlook 2003 on my XP, and close it, I have to restart my
computer to open it again. Then it opens in safe mode. Why?

Hard to say why, not being able to access your computer, but have you tried
a Help>Detect and Repair when Outlook opens in safe mode? Have you tried
creating a new mail profile via Control Panel>Mail>show Profiles>Add?
