Why does a downloaded file not give me the option of opening it?

I used to be prompted, after downloading Word or Excel files, to whether I
wanted to open them or not. Excel and Word do not offer me the options (on
any email medium although I use MS Outlook Web Access primarily).

Any ideas?

In Windows Explorer or My Computer, click on Tools | Folder Options |
File Types tab. Scroll down the list of registered file types to the
Microsoft Word document (.doc) entry. Click on Advanced | check the
"Confirm open after download" box | OK. Do the same thing to the
Microsoft Excel worksheet (.xls) entry.
