why does a table overlay onto another table?

When I reduce the font size of a table, the table on the next page moves up
and lays overtop of the one on the previous page. Why?

Make sure that wrapping on both the tables is "None." That said, however, I
would not expect even a wrapped table to be able to appear in front of other
text, since it was my impression that they behaved pretty much like frames.
