Why does Access keep crashing?

I can launch Access 2003 w/ no problems

I can navigate all around in the tool w/ no problems until -

when I try to open a blank database. This is when

The database screen comes up to
Create table in Design View
Create table by using wizard
Create table by entering data

This is when I get a screen popup stating
Microsoft Office Access has encountered a problem and needs to be
closed. We are sorry for the inconvenience.
From here you can click Debug, Send Error Report or Don't Send.

I click Don't Send then a Security Warning window then comes up saying this
file may not be safe if it contains code that was intended to harm you
computer.
Do you want to open this file or cancel the operation?

Any ideas what the problem might be with this?...it has worked before.

I did uninstall and reinstall office '03 which has access but it still did
the same. Is there anything special I need to do to uninstall like clean the
registry when the uninstall occurs?
