Why does Excel tell me I have "too many different cell formats"?

I'm trying to format a cost accounting Excel spreadsheet in a manner I have
done countless times over the past 2 years. Suddenly, it won't let me change
the format for numeric entries in either a single cell or a range of cells (I
want to change the format from simple number to currency.) I can't do it via
the "$" button on the toolbar OR through "format", "cell", "number",
"cuurency". All I get is a message window telling me I have "too many
different cell formats". Huh? the only formatting so far is borders and
field coloration. Some of the cell numeric values are direct number entries
and some are the results of formulas.
IT just upgraded our workstations to XP 2003 (from XP 2000) over the
weekend. Could that be contributing to the glitch?
