Why does it seem like the "snap to" function is not working?

i've turned on the "snap to" options on "grids and Guides" under "draw" but
when i draw a freeform shape, it doesn't seem to be snapping to anything.

any suggestions?

You probably have the grid spacing too close together to notice the snap. Set
it to say 1cm to see how it works.

Tried that and it doesn't seem to work. any other ideas?
