Why does junkmail initially appear in inbox?

For both of my Hotmail accounts, Outlook 2003 initially displays all new mail
in the account inbox. As I highlight each mail header it transfers the mail
to the account junkmail folder. Why does it not put junkmail in the junkmail
folder to start with?
