why does my cursor jump text boxes when I press the up/down arrow.

I have documented of a number of different sized text boxes. When I am in a
certain text box, and I press the down or up arrows, the cursor autmatically
jumps to a different text box. The end/home keys will not do anything but I
can type and move the cursor left/right. This has happened several times on
different occasions.

Why is this happening?
