why does my custom toolbar settings return to default when I rebo.

When I customize my Word toolbar (Word 2003) I loose my settings every time I
reboot my pc. I can close Word and reopoen and the tools are still there but
if I reboot they are gone. I have tried dragging the tools to the toolbar, I
have tried creating a new toolbar and adding the tools...nothing seems to
work. Any suggestions?
