why does outlook hang up when i push talk when making a phn call?

Outlook 2007 with Buisness Contact manager has a feature to make direct phone
calls when hooked up to a phone line. I have gotten it to dial a number and
call someone. I can hear them on the line speaking to me, but when I push
talk it hangs me up. Why? I didn't think a program could make phone calls
like that for free. Do i need a "phone service provider like skype or vonage
or some such company to be able to use this feature in Outlook 2007 w/
Buisness Contact manager? Any help would be greatly appreciated. Thanks.
