Why Does Outlook Not Support MBOX Files Directly?

I have a situation where I need to access or import MBOX files into Microsoft Outlook, but it seems Outlook does not support the MBOX format directly. I am confused about why this limitation exists. Can someone explain the technical or practical reasons behind why Outlook does not support MBOX files natively? Also, what are the proper ways or tools to handle MBOX files if I want to use them in Outlook?

Outlook is based on Microsoft’s proprietary PST/OST format, which is created exclusively for Exchange-based environments. Outlook was not designed to read the open Unix-based structure of MBOX, which is utilized by Gmail, Thunderbird and Apple Mail.
