Why does Outlook sometimes keep me from connecting to the server .

I'm operating on a wireless network. Sometimes Outlook let's me connect to
the server and get my hotmail. At other times it tells me that "no
connection to the server can be found; yet, I can instantly get into my
internet browser and access my hotmail account that way.
