Use Forward and type in the email addresses. Since you're replying to the person who sent you the attachment, Outlook assumes they don't need to get it again.

Reply removes attachments because sender presumably has the 'original'.
To conserve bandwidth, the normal default is to exclude the
attachment. To make an occasional exception, why not just Forward the
document to the person who sent it.
