Why does Windows Installer run everytime I open Word?

After trying to load Outlook from the original Office 2003 disc
unsuccessfully Windows Installer now runs every time I try to open an Office
2003 application. I've never used Outlook but have kept all other Office 2203
applications up-to-date.

Not critical but why wouldn't Outlook load-up?
