why doesn't administrative time impact project schedules?

I'm trying to user project server 2003 for the first
time. If a resource enters vacation time or some other
admin project and I accept the update, why doesn't it
then impact the project schedule for the projects that
resource is scheduled for on the vacation date (the way
it used to when you changed availability on the resource
calendar). Am I missing a step?

Your misunderstanding of nonworking time and administrative projects is
common. In order for nonworking time to impact the project schedule, the
nonworking time must be entered on each individual's personal calendar in
the Enterprise Resource Pool. I also recommend as a best practice that a
Note be entered for each resource's nonworking time to document the reason.
When the nonworking time is entered for a resource, every project using that
resource during the nonworking time period will be rescheduled accordingly.
Unfortunately, short of using a macro to gather the information, it is
nearly impossible to extract the nonworking time periods from the Enterprise
Resource Pool and into a report of some kind.

When nonworking is entered in an Administrative Time project in Project
Server 2003, the information gathered in the project is useful for ease of
reporting nonworking time, but does not impact the project schedule. Hope
this helps.
