Why doesn't i my mailto with Outlook 2007 and Outlook 2007 work?

My outlook 2007 with Vista doesn't work with a mailto on a web page. When
trying to click the Web Page maitlo link, I get meesage "File access is
denied. You do not have permisstion to access the file Outlook.pst. If
Outlook is not started, trying to click and sent mail does nothing. The link
works with XP.
