Why doesn't my new banner table row show?

Please see http://www.sussexcrafts.com/ which is a web I've put
together for friends that's been up and running for a couple of weeks
now. Today I have added an extra row to the table in the banner page
that sits at the top of each page to incorporate a Useful Links link,
see http://www.sussexcrafts.com/banner.htm. However when I view the
site the Useful Links link doesn't show, I get the old version of the
banner. I've cleared cache, and done Ctrl + Refresh and shift +
refresh but to no avail.

I've tweaked the banner table and cell sizes, but again to no avail.

Where am I going wrong?

I've tried to fudge the issue by moving the Contact Us link up with the
SussexCrafts title in the table and putting the Useful Links link in
the vacated cell, but still no joy!

What do I need to do to sort this?

Damn.

This looks a mess when I read it back.

Basically why doesn't http://www.sussexcrafts.com/banner.htm appear at
the top of the various pages at http://www.sussexcrafts.com/ look at
teh location of the Contact Us link in both cases.
