Why doesn't Office 2007 Student include Outlook?

Why wouldn't Microsoft include Outlook in every one of their Office 2007
suites? EVERYONE uses e-mail! Office Home and Student suffers with this
omission. This was a poor decision.

You have Outlook Express on pre-Vista Windows and Windows Mail on Vista.
What more do you want? Or you can use Thunderbird or Eudora or one of the
other free email clients. Outlook is NOT the only email client available....

And Windows Mail just doesn't work properly. If you want Outlook, you have to
pay for it and there is NOTHING WRONG with that. Sadly Outlook isn't
supported by most ISPs yet. So you're just plain F---ed!

My question exactly: The Office Student and Teacher Edition 2003 includes
Word, Excel, PowerPoint, and Outlook. Why did they drop Outlook for 2007
(now called the "Home and Student" suite)? (IMHO, Outlook Express is a joke
and not a viable alternative if you've been using the full Outlook product
for several years now. The only thing OE seems to be good at is as a
newsreader.)

This seems to me a good enough reason NOT to update.

Presumably because Office 2007 is designed for Vista., and on Vista you have
Windows Mail which replicates many of the functions of Outlook...

Maybe because OneNote is being pushed as a tool for students, and they only
wanted four apps in the package.
