Why doesn't the text fit its self around my graphics?

I'm using Publisher 2003. I've inserted a clipart but the text goes under
the graphic. I want the text to flow around the graphic.

PLEASE help me get the text to flow around my graphic.

I've used Pub 2000 and haven't run into this problem....can't find anything
to fix this!
