Where I work we have a computer that wants to install the Japanese
language pack when a specific email is opened in Outlook 2002. This is
only happening with one email, on one computer. If this same email is
sent to another person, the Japanese language pack installation prompt
does not appear when the email is opened. I have checked the Regional
and Language settings, but see nothing that indicates why Japanese is
trying to be installed. I have found several topics posted by people
with the same problem, but only one answer has been given, and the
answer did not solve the problem.

I am certain that the email sent does not have any Japanese fonts in
it, but I do see that the Arial Unicode MS font is used.
