why footnote seperate my pages?

My first page has more than one sections(type:continuse). when I insert a
footnote in the first section, the left sections will be pushed into the new
pages.Why?

Makes sense, a footnote will be put at the bottom of the page to do just
that Word will push the other continuous sections to the next page. You
could consider using endnotes instead.
Do you really need continuous sections on your first page?

But note that if the text following the continuous break also has
footnotes, and these are sufficiently close to the break, you would
again get the appearance of a Next Page section break (inspite of the
compatibility option), because Word wants to prevent footnotes from
different sections to appear on the same page.
