Why has Outlook suddenly started restricting hyperlink connection

Outlook suddenly will not permit hyperlink connections. Clicking on a link
in a message produces a box that says "This operation has been cancelled due
to restrictions on this computer. Contact system administrator." I have
changed nothing recently, so what is this all about?
