Why is Microsoft Communicator saying someone is offline when they are online?

Seems almost every few minutes my co-workers appear offline when I know
they are online right at their desk, then it proceeds to give me an
error "The following message could not be delivered to all recipients,
possibly because one or more persons are offline:". Even tried my own
cubicle buddy and it clearly says they are online on their status
screen but it says offline on my screen.

I'm running Microsoft Office Communicator 2005
Version 1.0.559.216.

Thank you so much for anyone who can help. As you can see this is quite
the frustrating problem and I just started working here.

We've experienced that when users are connected over wi-fi. If the user gets
dropped and reconnected frequently, it takes them offline and then brings
them back.

Not sure if that's it, but one possibility.

Another possibility is that they have blocked you--

I've experienced that plenty of times myself - when the user decides
they don't want to be bugged and so they set their status to "Appear
Offline".

(That's why presence information is so dubious - it's a largely manual
process that the user can readily opt-out of)

Too bad there's no way to customize that. In for one person, out for
another. (I looked earlier today.)
