Why is my layout tables and cells grayed out?

I am not able to use "layout tables and cells" in frontpage. Does anyone
know why they would not be available? I have exhausted my brain trying to
figure this out.

Hi InfernoMan,

You didn't mention which version of FP your using but in FP3 check your Tools | Page Options | Authoring settings
