Why is notebook sync status always grey?

I am trying to sync one note to onenote mobile. Activesync working but
"establish partnership" option did not run as per microsoft's getting started
instructions. Cannot get any pc notes on to pocket pc device. using Active
sync 4.5 that in every other way seems to be working fine.
