Why is selected email stationary tiling in Outlook?

Have created stationery from saved HTML Message as instructed - when viewed
via Stationery Picker it is perfect but when selected to send email it is
tiled (repeated) and fills up the whole page as a background - it is actually
a logo and photo of person sending email and appears at the top. When using
it in Outlook Express it is perfect.
