Why is the "Research" command not on the "Tools" menu?

Why are both the "Research" and "Task Pane" commands not on their respective
menus in Outlook 2003? It's a pain to have to bring up "Help" or the
"Clipboard" just to get at the other Task Pane options in Outlook.
