Why is there no Database templates folder in Visio 2003

I want to create an ERD with Visio 2003.
In the Microfost Office help section for Visio 2003 it says to create this
by choosing File:Newatabase - howvere, there is no 'Database' option under
File:New.

you have to be at either professional or architect edition for database.
