Why Isn't "Electronic Mail" an option in Mail Merge XP?

I am trying to make a Mail Merge newsletter type file for e-mail, but when I
get to the step where you select "Electronic Mail", my Mail Merge in
Microsoft XP doesn't have this option! I have "Print" and "Edit Individual
Letters".
How can I add or select "Electronic Mail"?
