why not see only one use name in issue's assigned to

In PWA i have built 3 accounts ,but when i create a
issue , i just see only one account(administrator) in
asssigned to , my environment is win2003,project2003
server,project 2003 web access

If the other two accounts use Project Server authentication, you will not
see them in the Assigned To list of users on the Issues page. Only users
with Windows authentication will appear on lists in the Risks, Issues, and
Documents pages. Hope this helps.
