Why so many blank lines?

Below is the code from a section from our web site. Can anyone tell me
where there is so much space (blank lines) between the <!DOCTYPE
statement and the
&nbsp;
<center>
statements?

I used to use Kompozer and it never put so many blank lines in the
..html file.

Is there a way to avoid this?

Why would you expect Frontpage to write good code? The Doctype will
have been added manually as Frontpage does not include it in the code.

The page wasn't produced by FP but Netscape Composer (meta
name="GENERATOR" content="Mozilla/4.75) which was known for its
horrible code.
I would recommend that you recreate the page from scratch.
