Why the master page can reveal layout of templates in Publisher?

In publisher, the master page decides the layout of the webpages. However,
the templates chosen has given the layout effectively, which means that there
is a master page exists behind the scence. However, selecting Veiw-Master
page shows nothing.

It has been bothering me that the using templates conflicting with master
page layout. The elements given in master page sometime does not update the
element of the page. In particular I can't replace the generic "Navigation
bar" in the template by those in master page, which is introduced from the
design gallery. In many case the bars are shown not as expected.

Any help will be appreciated highly.

You are confusing a generic definition of master page with templates and the
master page feature in Publisher. The master page feature is handy to use in
print documents, but does not work consistently in a web document,
especially cross browser. It would be great if it did, and you could install
the navbar on the master page, but you should not. If you have anything on
the master page, move it to the main page in a web document.
