Why, when I reprotect a form does the inserted information clear?

I have a protected form. Sometimes I want to insert word art or change
something else I have put into the form. If I unprotect the form, insert
what I need to, and then reprotect it all of my fields revert to blank. This
is using Office 2000. It dosn't do this in Office 3000.

The fields being blank is normal for a protected form. We have about 93
years before Office 3000 would be released.

Is there a problem, or are you just commenting on the differences
between Office versions?

Why does this occur? Because most users don't want their form data
reset just because they protect/unprotect it so they changed this
behavior starting with Word 2002 (using only the Protect Forms command
on the Forms toolbar) and in Word 2003 they changed the behavior when
you use the Tools menu to Protect/Unprotect the document.
