Why would I ever need the data populator tool?

In the project resource kit for 2007 there is a data populator tool.

It can be used create custom fields and lookup tables as templates which I
guess is nice, but thats about all I can ascertain. Am I missing something?

It's primarily used for loading the server with data so you can perform load
testing.

Thanks Paul. I guess you would need some kind of performance measurement
tool to really complete circle here.
