Why would Saving a Version in Word not work?

I can't get Word 2003 to show previous versions in the "Versions in ..."
dialog box. I am supposed to click on File then Versions.

But it doesn't work!

FYI- this is the Visio NG, but to save in a different version, choose Save
As... and under Save as Type (near the bottom), use the pull down and select
what format you want.
