Why would someone get a read receipt if it wasn't set

Someone got a message with a read-receipt and it wasn't set up for that. It
happened on two internal messages.

Are you using Exchange with Outlook? If yes, the default behavior of
Outlook 2000 with Exchange is to send a read receipt. The option is
normally greyed out so the user cannot change it.

Yes, we are using Exchange with Outlook.

It only happened on 2 messages and no one else ever gets this. It only
happened with one person.
