how can you save individual folders within your inbox or sent itmes as .pst?

1) Yes. Archiving moves items into a Personal Folders .pst file.

2) Export or copy.

Yes to 1 and for two you can drag and drop to the pst and if you right click
and drag you will get the option to either move or copy the data

Create a new PST (FIle>New>Outlook Data File) and copy or move your folder
to it.
