I'm not sure you can use Jet to transfer between SQL 7 and SQL 2000. AFAIK,
SQL Server doesn't use Jet.

Why not use SQL Server's DTS (Data Transformation Services)?

Not exactly true - The Jet engine is somehow one of the
things SQL Server understands, if that feature is turned
on. Part of the reason Jet is no longer distributed with
MDAC was that Jet provided a security hole that allowed
users to delete arbitrary files (etc) from the Server
hosting your SQL server.
That particular problem was fixed by changes to Jet, but
the more general decision was reached that SQL Server
should not install Jet by default.

MS has published statements that there will be no
further development of Jet, only fixes.

They may change their mind, but there is no reason
to expect it.
