Will not pay for a beta download

I cannot belive that I have to pay money for a beta download! Another cash
grab. I am very disappointed.

Then you should be happy that it's not a mandatory expense. Think of it as
saving $1.50.

It's intended as a deterrent to people who D/L and install stuff just
because it doesn't cost any money. So, if it puts you off, you likely
shouldn't install it in the first place.
