Whenever I go to pull up my Microsoft Outlook it starts off by pulling the
icon up which sits there for about 3 minutes then pulls up the window but
never fully loads that either and I haven't been able to see my messages
because it won't show them to me.

No i don't get any error messages, and it used to ask me if I want to start
in safe mode but now it doesn't anymore.

If you start in safe mode does it work? That will give us an idea if it’s
an addin or support file (safe works) or a corrupt install or profile (safe
doesn't work).

What version of Outlook? You can try detect and repair from Word or Excel if
you installed Outlook as part of a suite.

One time when I started it in safe mood it worked but after that I haven't
had the option to get into safe mode anymore so I'm not sure if it works.

It WILL start in safe mode if you follow the instructions Diane gave you.

I'm sorry apparently I missed the instructions. I don't know how to get into
safe mode without it offering to me first.

Read the article Diane referenced. Explicit instructions appear in it.
