Win2000 w OfficeXP equals no VB Editor

Hi,
We are having issues with the users accessing templates. When you go into Word and do your "alt"+"F11" to get the Visual Basic Editor there are no projects (just an empty screen) shown.
Even after I change the permissions to low to run macros, you can not see it.
This is probably an easy fix but I can't find anything on Microsoft or on Word websites where someone has had this problem, then offered a solution. Does anyone know how to fix this?

Please clarify your problem. Is it that the Visual Basic Editor does not
open, that it opens but the Project Explorer window is not displayed, or
that the Project Explorer is displayed but there are no open projects listed
in it?
