Window Opening on Bootup

When I bootup a folder opens containing another folder
'Send to OneNote from IE Powertoy. How do I stop this opening, please?

I have used msconfig to examine the startup items but haven't spotted
anything relevant.

Assuming your Windows installation is installed in the default location, I
would like in the following places to determine whether the folder itself or
a shortcut to it exists:
"C:\Documents and Settings\<your provile name>\Start
Menu\Programs\Startup"
"C:\Documents and Settings\All Users\Start Menu\Programs\Startup"

I would also be sure you're closing the folder and wonder whether the
following is set:
From Control Panel, double-click Folder Options
Click the View tab
In the "Advanced settings" list box, examine the entry which is fifth
from the bottom, "Restore previous folder windows at logon"

Also, I'd have to wonder whether there's something aberrant about your
install. I had problems installing both the Outlook and the IE PowerToys.
You might have to uninstall / re-install them, or remove them altogether.
