Windows 2000 certificates server and IE versions

When I try to request a user certificate from my WIN2K server, I have a
problem with my XP boxes (IE 6.0) not being able to load the CSP, when doing
an advanced request using the form. I get the "Downloading Active-X controls"
message for ever...

Why won't certificates server work ok with IE 6.0??

My older boxes with IE 5.0 work fine. However,Mozilla never gets this option
to perform, I can only cut and paste for firefox.

I've tried copying the security settings in internet options, but can't get
this to work.
It's not a server I can upgrade either.

Any help would be HUGE!
