Windows 98 "....dll" file not found

Trying my neighbor set up 2nd-hand computer he just got.
On start up I get "3CRTOS.dll" not found msg - seems to
run OK without it, but does anyone know what "3CRTOS" is?
Why? what for? Is it important? If so, how can I get it
back (he did not get any disks, reinstall or otherwise,
with this machine). All help greatly appreciated.
