Windows Account Button Greyed Out

When a Project Manager tries to create a new resource in
Project Pro (logged in to Project Server) in the
Enterprise Resource Pool, the "Windows Account" button is
greyed out. I have given the PM rights to create
accounts and to create resources. What am I missing?
